Oklahoma and Tulsa TGOV: funding live captioning and video accessibility
· 7 min read
Tulsa Government Television (TGOV) simulcasts City Council and board meetings to Cox cable channel 24, tgovonline.org, Granicus, and Facebook. Council agendas and video embeds live on tulsacouncil.org. When budget season arrives, TGOV staff and Council administrators need a defensible story for how live captioning, archived captions, and audio descriptions get funded.
This guide is written for TGOV operators, City Council staff, franchise administrators, and AV engineers evaluating captioning vendors. It covers the legal landscape for Oklahoma and Tulsa specifically, how PEG funding may apply, and a practical procurement workflow that starts with measuring your gap before you commit.
