Recap Innovations, the leading turn-key vendor for video accessibility services, is pleased to announce that we have been awarded a contract by the Wisconsin Technical Colleges Purchasing Consortium (WTCPC) to provide media captioning, transcription, and audio description services. We were awarded all six bid packages under RFB 26-006AM, making Recap Innovations a comprehensive accessibility vendor for the consortium's member institutions and their cooperative purchasing partners.

What this contract covers​

The WTCPC contract provides access to the full range of Recap Innovations' video accessibility services across six bid packages:

  1. Self-service captioning for recorded video content with AI-powered transcription and human review options
  2. Non-English captioning supporting 115+ languages for the diverse student populations Wisconsin technical colleges serve
  3. Dual-language captioning for bilingual content delivery, particularly valuable for ESL/ELL programs and multilingual coursework
  4. Post-production captioning service integrations with video platforms including direct connections to Kaltura, Panopto, YouTube, and other platforms used across Wisconsin's technical college system
  5. Edit captioning from a livestream providing real-time live captioning for lectures, events, board meetings, and public sessions with staff editing capabilities
  6. Audio descriptions for visual content, meeting WCAG 2.1 AA requirements for time-based media accessibility

Who can use this contract​

The WTCPC serves Wisconsin's 16 technical college districts, and this contract is available to all member institutions. Through the consortium's cooperative purchasing agreement, the contract also extends to Wisconsin municipalities, giving local governments a streamlined path to procure media accessibility services without running a separate competitive bidding process.

This is significant as the April 24, 2026 ADA Title II compliance deadline approaches. Both educational institutions and local governments with populations of 50,000 or more are required to meet WCAG 2.1 Level AA standards for their web content, including video, while those serving populations less than 50,000 have until April 2027 to provide accessible video. This contract gives Wisconsin institutions and municipalities a ready-to-use procurement vehicle to address those requirements.

Why consortium purchasing matters for accessibility​

Consortium contracts solve several challenges that individual institutions and municipalities face when procuring video accessibility services:

  • No separate RFP required: Eligible institutions and municipalities can use this contract directly, saving months of procurement effort
  • Volume pricing: Consortium-wide volume supports competitive per-minute and per-video rates that individual institutions may not achieve on their own
  • Consistent quality: All participating institutions receive the same accuracy standards, turnaround times, and service levels
  • Centralized and campus-level billing: Usage can be tracked and allocated by institution, campus, or department while maintaining a single contract relationship
  • Custom dictionaries: Specialized terminology for vocational and technical programs (nursing, HVAC, welding, IT, automotive, and others) can be shared across consortium campuses to improve transcription accuracy over time

Wisconsin's 16 technical college districts serve 60,000+ students across the state, offering associate degrees, technical diplomas, and workforce training programs. These institutions play an essential role in preparing Wisconsin's workforce and serve a diverse student population including adult learners, veterans, limited English proficiency or ESL/ELL students, and students with disabilities. Ensuring that video content across these programs is fully accessible is both a legal requirement and a commitment to continuing high-quality education.
