Subcontractor opportunity: live captioning

Published: November 6, 2026

Response requested by: November 12, 2026 2pm ET

Recap Innovations (GriffinScribe LLC dba Recap Innovations LLC) is preparing a proposal for the City of Pittsburgh Office of Management & Budget, RFP 2026-RFP-212, Language Access. The City's proposal is due November 17, 2026. Our proposal covers the live captioning portion of the RFP only. We are not proposing interpretation, written translation, training, or language proficiency testing.

The City encourages participation by minority-owned, women-owned, veteran-owned and small businesses. We are inviting those businesses to tell us if they would like to be considered as subcontractors or suppliers.

Who we are looking for

Businesses that are minority-owned, women-owned, veteran-owned, or otherise designated as equal opportunity businesses. Certification is welcome but not required to contact us. Please tell us if you hold a certification and who issued it.

Work we may subcontract

  • Live caption moderation and CART: trained professionals who correct AI captions in real time, or type fully human real-time captions, for City meetings, press conferences, television shows, and public events delivered through video conferencing and live streams.
  • Caption and transcript quality review: professional review and editing of captions and transcripts after an event.
  • Language review of translated captions and transcripts: native-speaker review of AI translations, especially for the languages most requested by Pittsburgh residents.
  • Other related support you believe fits live captioning for the City, such as audio and video production for captioned events.

The amount of work depends on the City's award and its needs, and we cannot guarantee a subcontract. Work would be performed remotely through the Recap platform, and we will explain how.
